Rochon was raised in the Los Angeles suburb of Torrance, the daughter of Zelma who is a nurse practitioner, and Samuel Staples, a business proprietor and graphic artist. Cerritos was her home high school. She graduated in 1982. Her graduation was in 1986 at California State University Dominguez Hill (CSUDH) with an undergraduate degree in Broadcast Journalism. Ullerup played Julia Brynn for the first time on Battlestar Galactica: The Remake which aired in 2006 Sci Fi Channel.
